Make sure that you always keep a copy of development.config or which ever config file you rename web.config.

I had the same issue of a missing stored procedure, but in my case it was not resolved by recreating the database.

I deleted my web.config and then I copied and renamed my development.config file.

I am guessing that during a failed installation, the web.config gets updated and now DNN thinks that you have already gone through the installation process.

Thanks .... that solved my problem right ....... the web.config was updated but installation processes wasn't complete
