I just upgraded my site from a v3.x.x. version to v4.7.0 and am getting the same error.  I tried to "turn off" the LiveID setting by changing [Authentication].[IsEnabled] = False in the database.  That didn't help.  Anyone know how to fix this?  My gut tells me that there's something wrong with the Authentication module (maybe in the Modules table?).  Is there a way to sanity check IDs in these tables?
