I downloaded the 9/30/07 source for 4.6.2 and am amazed at how many references are not made in the code.  Been working with it for about two hours to get a good build and I am still not there.  For example, there are over 250 Null.NullString references in the code that fail during a build because reference to DotNetNuke.Common.Utilities.Null was not made in the code.

I would suggest that before the team publish a new release they unzip the file on a clean development machine and try to build. I personally, believe that when I download source code that it should build the first time.

You probably forgot to rename development.config or release.config to web.config. Many references to namespaces are located in the webconfig, but for upgrading reasons, the downloadpackage does not have a web.config...
