We are having similiar difficulty with the email notification.  The forum settings are 'Notification Forum' with notify option equal true for subscribers and register users..  Without this setup the forum presents the users with a nasty error message whenever they select "Email me when this forum has a new thread"

Violation of PRIMARY KEY constraint 'PK_Forum_TrackedThreads'. Cannot insert duplicate key in object 'dbo.Forum_TrackedThreads'. The statement has been terminated.

Oddly enough, I recently checked the checkbox for receiving notifications when the thread is updated for a thread that I am not participating in.  I received everyone one of those e-mails.  So, the rule of thumb is, you can watch, but you are not allowed to participate.  Hehehe...  ;)
