I have experienced something odd. When I log in to my website, the host user does not see any modules. I'm running 4.5.5... If I log in as admin everything is normal. All other users does see all modules. Anyone?

I assume, the host user is in Design mode - click the last icon in the left section from the control panel at the top of the page, to switch back to view/edit mode.
