I have a website that has a two user roles; Administrators and Customers. Each customer is registered with at least one Administrator. When a customer logs in they have access to the administrators content (e.g. blog, personal home page data etc…).
 
The Administrators home page has now uses web parts, thus allowing the Administrator to change the layout of the home page as well as the content. This all works fine and any changes made are stored in the database using the ‘AspNetSqlPersonalizationProvider’

I have a duplicate homepage.aspx  (with all web part editing removed) that is available to logged in Customers, it allows the logged in customer to view the content prepared by their chosen administrator (It has a different path)  

My problem is as follows:
 
“How can I access the Administrators web part personalization data, to allow the logged in customer to view the same layout when they visit their home page”
 
Do I need to write a custom personalization provider?
 
Any advice on this topic would be greatly appreciated.

are you talking about a DotNetNuke module? For general ASP.Net development, please use the forums at www.asp.net

For personalization in DotNetNuke I suggest to have a look at the modue development tutorials by Michael Washington at dotnetnuke.adefwebserver.com.
