I have found a bug in the DNN skin parser. Quote from DotNetNuke Skinning.pdf :

"The Skin Uploader will manage the relative paths for the following HTML tags (

contained in either HTML or ASCX files ): IMG SRC, TD BACKGROUND,

SCRIPT SRC. It will also manage the relative paths for the following style sheet (

CSS ) tag: BACKGROUND-IMAGE:URL()."

Problem is when I upload a skin <%= SkinPath %> is not added to the following markup:

div style="background-image:url(img/bg.gif);">

did you try to create a style in your .css file and apply it to the background?

I've spent quite a while trying to work out what's going on, just as you describe, and this post finally explained it in a way which I can relate to what I've been seeing.

In short; ascx skins are not parsed, html ones are, css doesn't need to be.
