Login as Host then navigate to Host > Languages and Edit Language.

Under Global Resources folder, click the Gloabal Resources file and scroll down to MESSAGE_PORTAL_TERMS.Text.

You could also modify the file directly by editing \App_GlobalResources\GlobalResources.resx

I do not recommend to modify resource files directly, as there are pitfalls cause there are some characters, that need to be encoded.

To edit language files, you can enter Languages in Admin menu (provide for a single portal) or in Host mode (for all portals), in Host menu make sure, you are selecting "Host" mode in Language editor to prevcent changes being overwritten on upgrades.
