Does the IUSR account need write/modify privileges on any directories?

No but NETWORK SERVICE/ASPNET do (for all directories)

Thanks for the response.

That's what I thought, and that is the way I have it set up. 

Unfortunately I'm still running into permissions problems on a regular basis at 1and1.com

Sometimes granting the IUSR write/modify privileges seems to help other times it doesn't.  Strangely sometimes turning them back off seems to help.  It's just weird.  Hope I get this thing to stabilize out.
