Opening it off of C: is normal. Even when you click Open off of something you're getting off a website it downloads it to your temporary files first and then opens it. Can you do a search (or get the user to do a search) on the computer to see if the file is there? Does it do it for this user on every computer they try it on or just the one? Perhaps there's something happening on their computer that's preventing it from opening (ie: 3rd party software interfering with the download).
