We are having that exact same problem with about 8 sites we converted from DNN 3 to DNN 4.7. We can get it to work temp. by clearing cache, etc. But it eventually returns to a locked state with one or two banners.

Mine was an upgrade from DNN 3 to DNN 4.7 .  Maybe the upgrade is causing the problem.

Anyone having this problem with a fresh install of DNN 4.7?

I'm seeing this problem in 4.6.2 with both text and image banners, but only on an intermittent basis. I've added a comment to the bug report to this effect. Let's hope for a resolution in 4.8.

I remember this from earlier versions of DNN.

Then it had something to do with caching on the server.
If you clear the cache and restarted the application they started rotating again.

The thing with users online might be because they only get updated every x minutes.
You can check this in the scheduler.

Bug: Banner rotation:
We logged this in DNN Bugtracker today: http://support.dotnetnuke.com/issue/ViewIssue.aspx?p=0&id=6860
We have been experiencing a Banner rotatation problem for a long time on different portals and different DNN versions.

We finally decided to look into the problem further by examining the code and we discovered that banner rotation does not work when caching is turned off (which I think most people are aware of) but more importantly banner rotation does not rotate files correctly when the cache has expired.

Problem is that banner rotation is using cache to keep track of last banner impression thus when cache has expired then banner rotation looses track of last file impression and then assumes the first file in index was the last impression so it then displayes the 2nd file in index. This bug causes the 2nd file in the index to be displayed many more times than other files which is unethical service to vendors.

Has anyone come up with a resolution to this issue?

We can confirm that cache expiration causes the rotation to cease as described by DNNSpired.com

I am using 04.08.00. On my hosted site, the (text) banners stay static on the 4th banner I added. Doing EXACTLY the same thing on localhost works fine. I have tried clearing the cache and restarting the app, but it just will not rotate. The only difference I could see between the localhost and my hosted setup was that I had google adsense installed, and have completely removed that and it still will not rotate.Does anyone know the status of this, as I looked at the Gemini log and nothing seems to be happening.
