I have a customer that wants to set up a site that allows visitors to search based off of criteria to find vendors for services. The criteria is first Category, second is location. The visitor should be able to use zip code, city and state or general area (i.e. - Downtown) as there location. I have looked at several modules to build this but I wanted to get feedback from the community on modules that you have used that would help me complete this feature. I would like the module to be stable and easy to use. Any suggestions would be greatly appreciated.

Haven't seen anything that does this specifically, but you could use User Defined Tables for this.  Better might be using XMod to build it.  The "downtown" designation is the toughest, since it's not a definitive identifier, but whatever you add to the table could be searched for.

And,  Based on your post, if you are going to define the vendors you may want to look at the Property Agent from Ventrian Systems.  Its pretty flexible and easy to use, support was excellent.  You define the search fields, attributes and contents.  We use it to define animals for our Animal Shelter, users can search for adoptions or lost pets. You can download and try module from http://components.init.si. With module you can configure appropriate forms and listing with search fields.
