Hi all, I searched but could only find out how to edit the text of the privacy statement. What I want to know is how do I change the layout of the privacy statement page?

You can edit "Privacy Statement" and "Terms of Use" using the language editor either from "Admin :: Languages" or from "Host :: Languages" menu item; select Global Resources/GlobalResources.resx from the tree to the left and search for "message_terms.text" and "message_privacy.txt" keys. Using the upright arrow icon right to the edit box will take you to the rich text editor, where you can easily format your text as you like: using a table with frames, any text styles, images, ...

the language editor at "Host :: Languages" alters the default resource files, that will be overwritten on updates of DotnetNuke or language pack, the language editor at "Admin :: Languages" one creates portal specific custom copy of the resource file.

Thanks for that, but what I was after was how to do things like change the layout/add other modules to the same page as the Privacy Statement.

For that, I would simply make a new page... you can link it in directly through the skin like any regular link.  The built in option does not really use a "separate page", rather an admin page with a specific control ID that tells DNN to display this item from the Languages resource.  If you want to customize a page, simply create one and replace the default link in your skin.
