It indeed comes with some example skins.  However, there are only two now.  There used to be more.  It doesn't matter now anyway, because the additional skins were only different in regards to color scheme.  When you download the install package, unzip it and use the zip file in the following directory as an example:

<root folder>/Portals/_default/Skins/DNN-Blue/DNN-Blue.zip

That should get you started.  Also, there are good resources on the topic at DNN Creative.  (Not to mention a couple books out there.)  If Nina replies again, I am sure that she can be much more informative on good resources for skinning.

A sometimes forgotten basic resource for skinning is www.dotnetnuke.com/contest.  That site hosts a bunch of skins that were finalists in a skinning contest a few years back.  Each menu option is a different skin for the site.  Be forewarned, the skins show the good, the bad, and the ugly of skinning, but you should be able to see what is possible and how it is done.

I would like to hear how you have expression web setup.  i am attempting to setup W E v4 so i can edit live DNN sites and use the design tools.  right now all i can do is ftp files back and forth  not very useful

Steve, you may use Expression to create a skin and containers, but not for editing content. To create a DNN skin from an Expression template, there was a nice session at Day of DNN Europe by Christoph Herold.
