I believe this is exactly what DNN is moving towards already.  Moving the authentication out of the core was the first step, and making seperate authentication modules available (I've seen several already) for different scenarios is exactly what you are describing.  Give this a little time and I believe you'll find it a bit more streamlined and customizable.
