How do I gain access to the CSS file to edit the Background color and the background scrolling? I am wanting to make the skin background transparent and make the background image stay stationary.

Set your body background-color to transparent, then your background image fixed, it will stay and won't scroll.

Thanks for that feedback. I tried that and the problem that I have now is that the page background is, I guess preset to an off white, I believe the color was "Whitesmoke" (f5f5f5) I tried to change that in the CSS that is in the FTP, but nothing seemed to work. Could it be the skin? I am currently the DNN4 "DNN Blue" skin package.  Any Ideas? Also, when I hit "refresh" during the couple of seconds that the page is refreshing, the Background image shows as it should until the page comes up, then you can't see the image while the site is on the screen.
