I had the same problem, fortunately I traced the problem in Code.

Look at your DotNetNuke.Config file, probably for some reason when you changed a skin or copied a file, it overwrote some setting. Make sure you have the following.

After the BlockRequest Tag in your DotNetNuke.config make sure you have the following.

<skinningdefaults>
  <skininfo folder="/DNN-Blue/" default="Horizontal Menu - Fixed Width.ascx" admindefault="Horizontal Menu - Fixed Width.ascx" />
  <containerinfo folder="/DNN-Blue/" default="Image Header - Color Background.ascx" admindefault="Image Header - Color Background.ascx" />
 </skinningdefaults>

If that part is missing, that is what is causing the default skin to not load.

Hope this helps!

I am not sure if it helped the OP - but it worked like a champ for me.

Thanks!

 I just tried this and it worked for me,

I just installed DNN 4.9 and it was crashing after the install, i researched and came across this post, checked the DotNetNuke.config file and right enough it was missing that code.

After i uploaded the file it still was not working, so i checked in Portals> _default > Skins and the Blue skin folder was not there.  There was just the folder for the new skin.  I uploaded the blue skin and containers to the relevant folders and browsed to the new site and it was up.

very helpful this post
