I read the UDT manual and understand that you can pass the XLT data to an HTML page, but is there a way to do it for bulk email?

there is no "official" import of data except of previously result of a module export, i.e. you need to match the same format.

How about this then: Is there a way to create a custom token either from the default UDT (through Manage Profile Properties) or from one's own table to use in bulk email?

any user profile  property can be used in bulkmail message body, Format: [profile:propertyname].
