DNN 4,7 is great.  Now one can see flags in the upper right corner when using several languages.

When one change language only the CMS interface language change e.g. the date, search and headings, not the content it self. It is of no use for the person who do not understand english, but only can read his own mothertongue and still all the content provided by the administror/editor is in english.

How can I configure a portal, so when you click the language flag you turns to a portal with a different language in the content it self? So you get one portal in English one in German, one in French etc.

If i understand correctly you are looking for multilangual content for your DotNetNuke portal. For this requirement you may want to use Apollo or Locopon modules. Both has multi-language content modules.
