There should be dll file at bin directory, called something like DotNetNuke.HttpModules.UrlRewrite.dll, it is no longer needed in 4.8. Try to rename it to DotNetNuke.HttpModules.UrlRewrite.dll.old and check your website again.

Thanks. That helped but now I move on to the next error :(
