Is there any way to force users not to add tabs and modules directly on production. There must be the Content Approval Mechanizm, which allows certain person to approve adding, deleting or updating pages.

Content Workflow and versioning is on the roadmap for DNN 5. Currently you will need 3rd party modules to implement it.

Can you reccomend any free 3rd party module which can provide this functionallity?

I don't know any free modules for this, but a search on Snowcovered will get you a number of possible choices.

An alternative is to tell your users not to do this, then fire them if they do.  Works pretty quickly.  :)
