I'm having the same problem...

I am also having the same problem in version 4.7.0.  I recently upgraded from 4.5.5  That seems to be the obvious issue for me, but where could the problem be??

Tracing through code and setting breakpoints in /admin/ModuleDefintions/ImportModuleDefinition.ascx.vb, it does not appear that the import control is every instantiated.  I've only been using DNN for a few months so I might be missing some magic, but as far as I can see that control is never referenced and never called.  However, this has worked for me on other installations so I don't have a clue and am pulling out my hair trying to figure this out.  I've checked security, trust level, event logs, checked against original source files, etc, etc.  I'm coming up blank.

This feature does work on other installations that I've worked with.  I've compared everything I can think of, but still coming up blank.
