I made changes to portal.css and added a few styles to change the look of a custom module.  I saved them and updated the site, but the site is still pushing (as best I can tell) a cached version of portal.css.  I have gone out to my host and have verified that the changes were indeed saved to portal\0\portal.css, but anytime I check my temp internet files or put the url in directly, I get the version without the changes.  Any thoughts?  I am perplexed.

btw, host is webhost4life if that makes any difference.

A hard refresh made the difference.
