Why can I only get DNN (4.8) installed by using Visual Studio's built in development server and not IIS?  When I try to use IIS instead the install doesn't even start, it throws an error when first opening the site.  It seems that it's trying to have me log in before it will start the installation.  Of course can't log in when there's no database.  Here's where I get redirected when first accessing the site:

http://localhost/DNN/Login.aspx?ReturnUrl=%2fDNN%2fInstall%2fInstall.aspx%3fmode%3dinstall&mode=install

It gets stranger, once it is installed using the development server I still cannot get it working through IIS.  DNN is installed in my default website folder and it is setup as an application like the documentation says but this is the error I get:

"Cannot find server or DNS Error"

Yes, my web server is running.  I can access my other applications in IIS just fine.  If I set the URL to a file in the DNN folder that does not exist I get the expected 404 error but using a URL to an existing DNN page comes back with "Cannot find server or DNS Error".  No errors in the event log.

Chad,

The error message in the title of your post is certainly caused by not being able to connect with the database.  I can not tell from the description of your issue if you have been troubleshooting the database connection issue or not. It is my recommendation that you do that first before you try to figure out what the other error message means.

Make sure that you have the proper credentials specified in your web config for your database. Trying to log in manually (through management studio or enterprise manager) with those credentials is always a good test as well.
