* most of the DNN3 modules use the legacy connection string in web.config file, therefore make sure, both are identical.

* what are your performance settings in Host Settings module?

I am having the same problem with a new install of 4.7. I am getting the error each and every time I make an edit to a module. The site was working properly for a few weeks before this problem appeared. Please help : )

I stumbled across this post with the same problem: http://www.dotnetnuke.com/Community/Forums/tabid/795/forumid/118/threadid/201452/scope/posts/Default.aspx

Restarting IIS fixed it for me as well.

I played around with different performance settings, including clearing the cache without luck.
