There are section's in the guide not in the web.config and I need to know if I need to include them.  I have the "DotNetNuke_04.08.00_Install.zip". 

Under:
Member Roles Prototype Settings

DotNetNuke 3.0 includes a prototype of the member/roles provider that will be included
in the upcoming release of ASP.NET 2.0 (codenamed “Whidbey”). There are a number
of settings that can be configured for this provider in the web.config file. However,
DotNetNuke only really supports modifying 4 of the parameters.

The section <memberrolesprototype> is not in web.config.  Should this be added for this version?

No don't add them. Just go with the web.config that is supplied with the install package.
