I have tried while logged in as host admin and portal admin.  Both give the same error when I select "Edit Categories" or "Edit Locations"

A critical error has occurred.
User does not have permission to perform this action.

 

I recently upgraded the site from 4.5 to 4.8.  This caused a few issues, but all were resolved and none were major.

I also upgraded from Events 3.3.7 to 3.3.8.  I was then that I tried to set the categories and it failed.  After the failure, i went ahead and uninstalled the entire events module, restarted the app, and installed 3.3.8 Events again.  Still gave the same error.

Well, I guess it is for everything I try to do from the Events menu.  i just tried to add an event and received this error

An error has occurred.
Error: Edit Event is currently unavailable.

I ran into the same issue. Here is the complete error message:
