I am now getting a similar error when adding the Help module.  Possibly related?

I just realized that there are two different error messages being reported in this thread:

  1. "User does not have permission to perform this action"
  2. "Unexpected end of file looking for tag"

The link I provided in my last post was referring to the second error message.

I cannot say much to the first one, but it seems to me that your database user does not have all required permissions. If you get this error with more than one module, this seems to indicate a general problem with your database configuration. To get more information about it, you could search the forums for the exact error phrase. If that doesn't bring the required results, then there's a special DNN search site with extended search options on http://www.searchdotnetnuke.com/
