How do I configure the forum module and blog module to disable the insert/edit image?

use the advanced editor options to specify, which toolbars shall be displayed for each user role - either per portal, per module or per module instance.

Using the FCKEditor by entry of a thread, I selected NoGallery (not sure if that is the toolbar where insert/edit image is), then disabled it for the module, making it viewable to Administrators. I applied it, then exited. However, it keeps defaulting to the original settings of enabled / all users. I must be missing something. Any additional help will be welcome. If there is a Help section on Advanced Editing Tools/FCKEditor, maybe that will help (if but to know exactly what it's disabling) but for now, I can't even get it to apply. Any other suggestions?
