The problem I've seen is recreating it. If all of the informaiton is the same then I, personally, have never had a problem with using the same username across portals. If I can't reproduce it I can't debug it or point the core team towards the area that's causing the problem.

Would you be able to look at one of the sites already ahaving this issue to see if it can be resolved?  I would give you access to my sites.

Scott, send me an email (mhorton@telus.net) and I'll get back to you. I can't guarantee how much time I'll be able to spend on it as I'm into the busiest time of year for me (getting our student labs prepped for September).

I have the same problem running on the 4.9.4

Either, register with same user name or email across potals will cause the error.

Please make sure you set "Requires unique email:" in your user account setting. webconfig...

 If the information is exactly the same then there's no error. This is by design as has been mentioned above.
