I recently upgraded from 4.5.xx to 4.7.00 & I can no longer Submit to Microsoft, Google or Yahoo in the Site Marketing section. The error I keep getting is:

Sys.WebForms.PageRequestMangerParserErrorException: The message received from the server could not be parsed. Common causes for this error are when the response is modified by calls to Response.Write(), response filters, HttpModule, or server trace is enabled. Details: Error Parsing near '<script>window.open('.

When upgrading I use the DotNetNuke 4.7.0 Upgrade File " DotNetNuke_04.07.00_Upgrade.zip " .  Will someone PLEASE HELP ME!?!?!?!?!

That error is related to AJAX functionality that is enabled, but the page is trying to do something that cannot be done via an ajax request (response.write, or other items).

If you have already submitted your sites, I wouldn't worry about it all that much as they already know your site is there.

If you are truly concerned about it you could try turning off AJAX via the Host Settings (Under Other).  Then try the submission again!
