Ok, I have solved my problem. I use <iframe> tag but to src should be used full url adress, for example src="http://www.dotnetnuke.com/FolderWithPdf/1.pdf" and then it works quite well

The IFRAME module is one of the core modules available as part of the standard install... you will need to request the IFRAME module to be installed.  From the Host Menu, Select the Module Definitions.  At the bottom of the form, the Available Modules will have the IFRAME listed.  Follow the instructions to install the IFRAME module. 

Then create a new page and add the IFRAME module to the page.  As I mentioned previously, I used a Width of 100% and a height of 600.   THe IFRAME options link will be located at bottom of the module.

based on error message :

Requested URL: /MyPortal/MyPortal/tabid/54/language/en-US/DesktopModules/MyModule/1pdf

I think it should be 1.pdf  and not 1pdf (missing dot). Maybe you have to construct string concatenation when constructing url.
