I have DNN 4.08 installed on a Windows 2003 server.  Everything is working except my portal admins cannot install skins.  I have had my hosting company verify permissions and at this point I am not sure where the problem is.   If I create a child portal I can upload skin files all day long and it parses as normal; however, if it is a parent portal I get the error below.  I am at a loss and not sure where to look at this point.  Any ideas?

please make sure, the /portals folder and all subdirectories and files included are not write protected for the virtual portal user ("Network Service" by default)

Well I created a "Child" portal and I can upload skins and containers to it without a problem.  When I created the child portal it's directory is the same as the others in the /portals directory.  My host is double checking the permissions right now.  But if it were the write protected then wouldn't it affect both child and parent portals the same?

Ok, my host has verified the permissions on the folders and everything appears to be in order as far as that is concerned.

I have done some more testing and here is what I have come up with thus far.

I have a Host account and a Portal Admin account for the default portal.  I can upload skins and containers through either account as long as the skin is uploaded to either the Host's Skins or the default portals skin's.  Any other parent portal that I create I cannot upload skins or parse skins. 

If I am logged into a Parent portal as administrator I cannot create folders using the File Manager I get the access denied message.  I have a feeling that I am missing some very easy but I think I am going to pull my hair out before I find a solution! :)
