You can disable the control panel by not giving someone edit access to the page/module. If you want to modify it though I believe you'll have to do that manually by changing the core code of DNN, not something  I would recommend if you want to upgrade in the future.

Thanks for the suggestion Chris.

But i think that there must be a way out for the solution. There are some commercial solution for managing the control panel. one at http://www.arrownuke.com/Modules/DotNetNukeControlPanelReplacement/tabid/311/Default.aspx does it.

There is an addon from Dave Buckner - TRT Control Panel that lets you alter the menu, but you're better off not granting admin access and instead use page and module editing rights as well as third party modules to provide seleted admin functionality. The new big release of DNN is going to allow admin menu items to be placed eslewhere in any case, so, as Chris advises, try and avoid modifying core code.

thanks ROBAX

i tried the addon u suggested but it doesnot help much as nothing much could be done to the control panel itself. It looks that there is no solution at present other than modifying the core if i want to do so.

so may be i have to follow your second option.
