I'd like to give a certain user the following permissions:

  • add/remove/copy pages under a specific tab
  • no other admin like permissions for those pages (for example: add remove/modules, adjust settings)
  • add/alter content in a specific (Text/HTML) module

As far as I know the moment you give a user edit permissions on a page, he/she wil be able to do anything admin like with it and I'd like it to be more restricted.

I came across the Arrownuke Custom Control Panel Manager (http://www.arrownuke.com/Modules/DotNetNukeControlPanelReplacement/tabid/311/Default.aspx).

Could this module (or another) solve my problem or is there another way to fix this?

I'm working with Dotnetnuke 4.6/4.7

the module you listed seems to be less restrictive, it looks like you need to grant limited admin permission, i.e. the user will be able to edit ALL pages of your site

I suggest to have a look at free TRT ControlPanel from www.davebuckner.com instead.

This is your only option for providing page management without page editing:
