I'm trying to find a good CMS that I can use on a website, however, there are some restrictions on what the site is allowed to do. 

It cannot have any write access to the site folders. It can us an SQL database but that would not be stored within the sites folders.

Is it possible to use dotnetnuke in this sort of environment? If not, does anyone know of one that can be used?

most of the content is stored in the database, but there are still needs for storing files as well: for Skins, Language packs and providers, and also core caching uses file system by default.  some module also need to store files, while user files can be store in database, but this might lead into a severe performance decrease, therefore I would not recommend to do so. As a conclusion: it might work with a few settings adjusted and without a number of modules, that need FS access.

DNN needs to have write access to the folders in the directory for most of the functionality to work.  I guess you could install dnn by granting write permissions and then remove them, but it is not a good idea.

Almost any application that is dynamic and works with files will require write access.

Assuming I create the initial configuration for the 'site' in an environment that does allow 'modify' access to the files, will the portal still function when uploaded to a restricted server that doesnt give 'modify' access to the 'network service' (asp.net) account?  i.e. will we still be able to add/modify pages and child pages + content?

You will find many situations where the asp.net worker process (Network Service) needs to write to the folders in the website. Since things like Restart Application write to web.config you will lose that functionality. Network Service is a low privledge account so I don't see why you can't use it. Even SharePoint has to write some things at some point. <pun intended>

You could always try it on your test environment. Just turn off the modify/write flags for Network Service and see exaclty what happens.  You can always turn it back on furing testing.  Word of caution: Keep track of permissions that you change. You can get cornered and kick yourself out completely.
