Also,

The default text editor works fine in the Text/HTML module.  So it's just the forum that has this issue.

I'm too poor for anything other than the community version

I think I have now understanding. 

there are 2 empty lines if you hit enter. 

You can solve this if you are mark the Lines and Format it as "Normal (DIV)".
Then it looks like this line.

Try it please to change the skin to the dnn standrad skin for all pages.  Pehabs it is a skin issue.  I.E. I know some javascript about transparency images in skins/container can force multible problems with the Forum.  This is about the Forum is using his own trancparency js.

Also it can be some conflict with a 3rd parity module.  Also I will suggest you to upgrade to dnn 4.8.2 about there are some security enhancements.
