Ok I created a new page under Admin>Pages but how do I link to a page?  Right now I can only select Home or Search Results, must I create a page externally and link it that way or do I upload a page I create in HTML or PHP and upload it?

I'm trying to learn DotNetNuke and I'm confused, is there a user's guide somewhere?

There is a checkbox in the settings on creating a page to make it visible to the menu tab.  It must be checked. ;)

Try using the buttons top-left on the control bar when you are signed in. Click New to create a new page. In the settings for that page, do like Matthias has said and in the permissions section put a tick in the first one - this lets anyone visiting the site see it.

Then, further down the settings page, select a parent page to place the new page under an existing menu item, or select no parent page to make the new page a top-level menu item.

But you should also just try going through every option on every menu and every settigns page you can find and try and figure out what each thing does. It's best to look around everywhere and be prepared to sacrifice your first portal just so you can try everything out. I built and wrecked half a dozen portals when I started.
