The characters <!-- and ending with --> are comment tags. What they have done is to list both complete keys for SQL and SQL Express, but they have commented out the entire section. You are responsible for un-commenting the correct string, or just deleting everything except what you need. In the end, your section will look something like the following (changing the name for Database.mdf if you named the database something different, like DotNetNuke.mdf), etc. The following has word wrapped, but I usually put each key on one line.

<connectionStrings>

<add name="SiteSqlServer"
    connectionString="Data Source=.\SQLExpress;Integrated Security=True;User Instance=True;AttachDBFilename=|DataDirectory|Database.mdf;"
    providerName="System.Data.SqlClient" />

</connectionStrings>

Hi, actually it does - because the connection string format for SQLExpress is exactly the same as the format for SQL2000/2005

SQL 2000: Server=server_name\SQL2000
SQL 2005: Server=server_name\SQL2005
SQL Express: Server=server_name\SQLExpress

(server_name is the name of the PC where your SQL server is located)

Note that when installing SQL 2000/2005/Express you had the option to call it by a different name, eg SQL_TEST.  In this case the connection string would be Server=server_name\SQL_TEST.

I will update the guide to make it clear that you use the same format connection string for all sql servers.
