I just encountered the same issue and found that with DNN version 4.x.x (we run 4.9.4) there is a token "Resource Name: What's New.String" in the language editor.

When clicking update and the changes are saved to the file an exception occurs when getting to that node. That cause the write to fail and an exception is thrown. The error message about file permission is a wee bit off.

So if you are running 4.x.x and find this issue and setting permissions doesn't solve it. It may be because of the "What's new" token.

Sorry to resurrect an old thread, but I am experiencing this same error when trying to edit the registration email text. I believe my permissions are correct, as this is the first time I've ever seen this and have no other permissions-related issues. I am running 5.5.0
