Dario is right. Using the XSL file is a good way to do it in this context.

2.  I create a Terms page (actually Legal, Privacy and Accessibility pages) under Home, set them not to show in menu and skin them as desired, with desired content.  In the skins, I remove the [TERMS] token and replace with hyperlinks to the pages.  Also keeps Google and other search sites from linking to the Terms, etc. page multiple times, there's only one instance and it's a real page.  I also set the hyperlink to open in a new page, so it can be opened and closed.

3.  Buy a Ventrian subscription and use the Newsletter module with the Blog template.  Does exactly what you want and cheap.

Modules that generate content pages (details views) and also certain outwards-facing core pages such as privacy and terms, use the so-called 'Admin" skin for display. This means that you can't really have a special skin for administrative use because it will be used externally. I believe this is going to be changing in DNN 5.x

It sounds like your site is using your welcome skin as the admin skin. Go to Admin, Site Settings, Appearance, and apply the skin that you want the terms and other generated pages to use, as the admin skin.
