very strange, please go to SQL in Host menu and run
SELECT * FROM {databaseOwner}{objectQualifier}Tabs
check the level of admin tabs, a user of the German forums reported, his had been set to -1 instead of 1 (//Admin itself needs to be 0)

Hi Sebastian,

Thanks for you reply, I have checked as you said I run the same query  from host, but the level is set to 1 and admin level is 0 .
when I am viewing the source code of the page all the menu code, admin and host and otehrs also,
