Can someone direct me toward an SOLPARTMENU alternative that will work if Javascript is NOT supported by the browser?

HouseMenu from HouseofNuke.com should do the job for you. It creates an unordered list, which can be styled via CSS.

Keep in mind that a number of other functions in DNN won't work without JavaScript enabled.

Jeff is correct, for example you will need to use the [DROPDOWNACTIONS] option for container menus instead of the default. The control panel wont be accessible, and some modules are javascript heavy. HOWEVER you can at least provide core navigation / functions to your users with javascript turned off. Just realize not everything will work as intended.
