Have a few skin sites linked on my site along side the Modules Listing, but the skins made by Black-Pond are my favorites.  Well done in my opinion.

I have to second TMM on the work by Jared at Black Pond. I use him on a lot of projects. Salaro is also great. Tyler Fawcett used to do great skinning but I think he might have dropped out of the dnn world. Tyler, if I am wrong, please correct me. Don't forget Evan and Brian at www.nukeville.com

My Biggest Peeve: lack of xHTML compliant skins.

I know Salaro is good on that front, but a lot of the highest rated skins on snowcovered are garbage under the pretty little exterior. I would love to see more skins utilizing the Snapsis Nav Menu, or other css based menus, instead of solpart. I think only then you can justify charging $89.95+ for a skin. Ditch solpart, reduce your tables and validate.
