This is a common question through the DNN projects...

It hasn't even been submitted to the Release Tracker yet:

If you look at the current release in Gemini, you will see that all of the issues for version 4.00.00 are completed.  So, the new release should be packaged and submitted into the Release Tracker real soon.

I should add that since everyone in the DNN project team donate their spare time to get these projects completed, specifying a time of release is difficult.  When you tack on the numerous things that can be found during the Release Tracker process (QA), the timeline can be extended quite a bit.  Although some project leaders do try to predict such a date, it is unlikely that the date will be met.
