There is pinned thread Forum Project Info at Gemini ,but the link doesn't allow to create a new issue.

Using the Gemini standard Create Issue page doesn't have Forums component.

Can users create Forum related Issues?

It will be good if answer will be added to the pinned thread Forum Project Info at Gemini.

All issues for any project not added by a team member must be added into the General Public Gemini for the core. Thing then get moved from there to the appropriate project in Gemini.

At the moment http://support.dotnetnuke.com/issue/CreateIssue.aspx?pi=23 doesn't have "Forums" entry in the "Component Affected" combo-box.

Should it be added?

There is an option which is something like "Module", just use this one.
