The error message is on all pages, so it must be all modules.  Also, I can't login because the module has an error as well.

Is the change to the portals alias, just a one line change of the URL?  That's all I changed based on the answer given above.

if you failed to contact the database in the meantime, the machine key might have been altered; make sure, it is still the same.

Also the user account that is used to connect to the database in SQL server may exist in the database and as a login to SQL server but when you perform a restore from another server they are not the same account.

So whenever I move a DotNetNuke site, I have to delete the account in the database that was just restored and recreate it.

Where do I find the machine key setting?  Is it in the web.config file? And if so, which settings do I want? The one from the backup file or the one that gets created when you install DNN on the new server?

This did make a difference, but then I got this error message:

 Module Load Warning
One or more of the modules on this page did not load. This may be temporary. Please refresh the page (click F5 in most browsers). If the problem persists, please let the Site Administrator know.

Another use mentioned changing the machine ID and that did allow me into the site.  I realize now that the modules that are not loading are related to

  • blogs
  • events
  • iframe
  • users online
  • feedback

It appears that these modules are either not installed or did not keep the security settings when the backup was restored.  The original DNN version was 4.5.1 and the current version is 4.8 (if this could be a factor).

How do I fix this?
