Since I'm not a professional yet in DNN, I have however created couple of DNN websites. One thing that always comes to my mind is the  "PAYMENT SETTING" in the host panel. I see hosting fee, hosting currency, hosting space etct. This sometimes makes me feel may be it is possible to use  dnn to create a web hosting company where you can allocate hosting packages to clients etc. Can someone tell me why those features are and why they are there?

those features can be used for a service as you described, but nowadays, as windows hosting in general became cheaper, most DNN hosters prefer to provide isolated DNN installation and hosting spaces for their customers, using hosting panels (like DotNetPanel, Help, Plesk), which provide management services for Backup, Mail, FTP, Domain Names, Statisctics and other applications as well.
