Running the app pool under the administrator account worked, but since I don't want to run it that way it got me thinking.  I did a little more searching and found that IIS7 needs to have the metabase compatibility installed since it doesn't exist anymore (reference).  I had it installed already, but the Network Service account does not have access to it be default.  To fix this for IIS7 I found the answer in a MSDN article for Commerce Server which says to give the user/group running the App Pool read access to the file %windir%\System32\inetsrv\config\applicationHost.config.  Once I gave Network Service read access (nothing more) the auto login starting working right away.  Might be something to add the installation documentation.  Thanks for the help Mike!
