Sorry, for the basic question, but I'm a noob:

How do I install a DNN local host?

I'm playing around with skinning. Every tutorial I've gone through so far always ends with "test your skin on your local host" -- but DNN was pre-installed on my hosting service & I don't know what to download. (or, how to use it after I do)

So, again, how I do I setup a local host?

Anyone?

You need to be running IIS which is only available in win 2000, 2003 or XP Pro.

Honestly, you can create a new page on your remote portal, install the skin then apply it to that new page only. Worst case if it is broken you can delete the page form the admin -> pages area.

When a developer runs (hosts) their own site on their own machine to create and test software on, the url they use to access their own site is http://localhost/.  The majority of skin developers create and test skins this way, on their own locally hosted machine.  If you do not have such a setup, and are only working off a dnn portal hosted elsewhere, then you could just use your site instead of http://localhost/ to test your skin.  Most people develop/test skins and modules on their own localhost so that in case something goes wrong, they dont mess up their real site.  However, if you follow the suggestion above, and only apply the skin to a single page, and not your entire portal, you run little risk of messing up your overall site.
